The 2021 Canadian government budget proposes a new annual 1% tax on non-resident, non-Canadian owned residential real estate, if it is vacant or underused, unless the property is leased out for a minimum period during the year. This is to begin from the tax year 2023.

Details are still awaited, such as the definition of "vacant" or "underused", value at which tax would apply, enforcement and exemptions.

The government also announced an interest-free loans program, through the Canada Mortgage and Housing Corporation (CMHC), worth up to $40,000 for eligible homeowners and landlords undertaking green-friendly renovations. An authorized EnerGuide energy assessment will be required.

This program would be available by summer 2021. It would apply to retrofits like wall or basement insulation, wall or roof panels, high-efficiency water heater and oil furnace installation, replacing drafty windows and doors, etc.
